On July 4, 1776, the settlers in America declared that they were free from control the English king. The settlers put their demands for freedom from England into writing in a paper known as the Declaration of Independence. Later, on September 17, 1787, the consititution in which the ideas for the new government were wriiten was adopted. A new nation- the United States- was then founded in the form of Federal of Republic.

There has been a cordial and friendly tie between the United States and the Republic of China. Two nations were allies in the World War II. The year of 1976 is the Bicentennial of the United States. To commemorate this memorable event and to value the traditional friendship, a set of "U.S.A. Bicentennial Commemorative Issue" was released on May 29, 1976, the opening day of Interphil '76.

There was much suffering and fighting in the birth of the United States. In his inaugural address, George Washington said that "the preservation of the sacred fire of liberty and the destiny of the republican model of government are justly considered, perhaps, as deeply, as finally, staked on the experiment intrusted to the hands of the American people." At the dawn of the Bicentennial year of the United States, we find that the American people have not only kept the model of government but also laid the foundations of a healthy and strong democracy. 美國於一七七六年七月四日獨立，一七八七年九月十七日公布憲法，成為一民主國家。中美邦交素極敦睦，自二次大戰以來，誼屬同盟。本（一九七六）年欣逢盟國開國二百年，為重申中美傳統友誼，特籌印紀念郵票一組，以資慶祝，並於本年五月二十九日發行，以配合美國費城郵展之開幕。

美利堅合眾國的誕生，由艱苦奮鬥而成功。首任總統華盛頓在就職演說中曾說："維護自由聖火的責任，以及鞏固民主政體的命運，現在已經很沉重地落在美國人的身上了。" 二百年後的事實證明，美國人對民主政體的維護，果然樹立了穩固基礎，成為舉世各國的楷模。
