國際青年商會的理想和運動發源於美國，一九四四年十二月十一日在墨西哥成立，是一個青年人的世界性民間組織。其目的在倡導青年人貢獻智慧和時間，共同促進人類之福祉與進步，以增進人類幸福生活。國際青年商會地二十七屆世界大會定於本年十一月十二日至十九日在台北舉行，茲為宣揚青商會崇高宗指，加強國民外交，特以國際青商會徽即二十七屆大會標誌（鳳眼）為題材，籌印製紀念郵票一組，定於大會揭幕之日發行，以資紀念。
The junior Chamber International (JCI), constitited on December 11, 1944 at Mexico City, Mexico, is the biggest organization in the world for the young men from the age of eighteen to forty only. They intend to unite the efforts of the young men in the world to shield future generation from unhappiness brought about by misunderstanding among men and are anxious to promote the spiritual well-being and to improve the economic, social progress of mankind. The 27th JCI world congress was held on November 12 to 19, 1972 in Taipei, Taiwan, Republic of China. In order to mark the high ideal of JCI as well as to strengthen the international relationships, a set of commemorative postage stamps was released on November 12, 1972, the inauguation date of the World Congress.
