亞洲人民反共聯盟於五十五年十一月在韓國舉行第十二屆亞盟大會，決議組織世界反共聯盟並制定憲章。本年九月二十五日至二十九日為世界反共聯盟在台北召開第一屆大會之期，爰特印製世界反共聯盟成立紀念郵票，於大會開幕之日（九月二十五日）發行，以資慶祝。

At the 12th conference held in Republic of Korea in November 1966, the Asian People's Anti-Communist League resolved to organize the World Anti-Communist League and simultaneously adopted the Charter of this world-wide movement. The first conference of the World Anti-Communist League will be held in Taipei, the Republic of China, on September 25-29, 1967. In honor of this significant occasion, this Directorate has been authorized to issue a set of the world Anti-Communist League Commemorative Postage Stamps on September 25, 1967.
