中華民國與菲律賓共和國邦交和睦，關係密切，兩國政府在國際事務上合作無間，而民間對於貿易、科學技術研究及文化交流方面，亦交往頻繁。為使中菲友誼益加增進， 蔣總統與菲律賓馬可仕總統於五十五年三月二十五日共同宣布：「一九六六－一九六七年為中菲友誼年」。為紀念兩國間此一富有意義之舉動，中菲協議同時籌印紀念郵票於本年內發行。
The Republic of China and the Republic of the Philippines have long maintained cordial diplomatic relations. Not only the governments of the two countries have always joined together to make significant contributions toward international co-operation, but also their people engaged closely in various activities such as international trade, scientific researches, technical work and culture studies. To bring about the close friendship closer, President Chiang Kai-shek and President Ferdinand E. Marcos on March 25, 1966 proclaimed: "1966-1967 as China-Philippines Friendship Year".
