九年國民教育於五十七學年度起在台灣及金門地區實施以來，對提高國民智能，充實建國力量，效益宏偉。爰特于本（五十八）年九月一日，即實施九年國民教育之日，發行郵票，以資紀念。
Since the implementation of the 9-year free education system in Taiwan and Kinmen regions in the academic year of 1968, it has far reaching effect in promoting the intelligence and ability of the people and in strengthening the power of national reconstruction. In commemoration of this occasion, a set of stamps was issued on September 1, 1969, the first anniversary of the inauguration of the above-mentioned system.
